Major New Planning Studies Ahead for Waterfront
TAKING SHAPE—Construction of the America’s Cup headquarters, which later will become the City’s new Cruise Terminal, is moving forward on schedule and has triggered a massive new study of the Waterfront affecting the BCNA in a major way.

When it was announced that the America’s Cup would be coming to San Francisco, plenty of people got really excited, considering the fact that some project an economic impact of over $1 billion for this event. (I always question these kinds of numbers…for the Super Bowl, World Cup…they seem suspect to me!)

It looks as if one of the two vacant seats on the five-member Port Commission soon will be filled.
On February 17th the Rules Committee of the Board of Supervisors unanimously voted in favor of Mayor Gavin Newsom's 2010 nomination of Leslie R. Katz and sent it on to the Board with their recommendation for final approval, almost a certainty.

The Barbary Coast Neighborhood Association has formally affiliated itself with the Golden Gate Tenants Association. Dues-paying members of the GGTA will now be Associate Members of the BCNA. “Combining elements of our two associations will give us additional influence and power in both District 3 and City-wide issues,” said BCNA President Bill Sauro.

First the good news: We still have our capable and accessible Supervisor representing us at City Hall--David Chiu. It almost was not this way! In January, when Gavin Newsom was about to be sworn in as Lt. Governor, we could have lost Chiu if he had agreed to become District Attorney. The Mayor offered him the job.

Many members of BCNA are also members of GGTA. For those who are not, allow us to introduce our association to you. Next year GGTA will celebrate 30 years since our founding to advocate rent control for our residents. Having won that battle, GGTA now represents more than 2,100 residents in the second largest rent-controlled middle class facility in the City.

Did you know that every legal motorcycle exhaust system in the U.S. must have an EPA stamp on the exhaust pipe? That’s the Federal law, but for a long time California was weak on this issue, requiring that law enforcement officers measure the decibel level of noisy motorcycles. Not any more.

BCNA Record's Fall issue attempted to portray the strictures of the Public Trust Doctrine—that ancient legal precept especially significant to people who live near the water.
It may have seemed to readers to be an unassailable concept—protecting the public interest.
Barbary Coast Neighborhood Association votes on Northeast Embarcadero Study Suit
On September 16th the BCNA Board voted to join the lawsuit against the San Francisco Planning Commission and the Port of San Francisco regarding the recently completed Northeast Embarcadero Study. A key feature of the study would allow the construction of twelve-story buildings at Drumm and Washington Streets.
Further, the Board has voted to join this lawsuit with the Coalition of San Francisco Neighborhoods. The CSFN represents many local neighborhood groups. BCNA is a member of CSFN. Should a majority of the member groups join the lawsuit, then CSFN would also join.

In case you wondered where your BCNA (Barbary Coast Neighborhood Association) dues go, they help represent
YOU at many City government and institutional meetings.
Barbary Coast’s region lies within San Francisco Police Department's Central District. Each district has its own captain. Ours is newly named Capt. Anna Brown. Central District includes: Fisherman’s Wharf, Barbary Coast, Telegraph Hill, Russian Hill, North Beach, Chinatown and some of Union Square.
Take last Thursday evening, for example, when I attended, on behalf of BCNA, the newly organized Police Department “Central District Community Advisory Group.”

Tragically, in early June another pedestrian lost her life while in one of San Francisco’s busy crosswalks. The untimely death of Alice Wallace, who was traversing 19th Avenue, was one of three persons on average who loses his life each year while crossing the busy 19th Avenue.

At a modestly attended meeting on Tuesday afternoon, June 12, the San Francisco Port Commission voted to forward a proposed bill lifting the Public Trust restrictions from nine seawall lots, including those north of Broadway.

THE PROBLEM: San Francisco’s Embarcadero Corridor—from Fisherman’s Wharf to the ballpark—has insufficient capacity for current transportation modes (bicycles, cars, buses, trucks, trolleys, etc). Unfortunately, people traveling along the Embarcadero simply have to endure this congestion. Absent a major City effort to address the problem, the situation will only worsen as the Port Commission seeks higher intensity uses on the waterfront to finance the renovation of its historic piers.

Currently the Commission supports the developer’s request to go ahead with his development without a full environment impact review (EIR) in spite of the Commission’s own “Better Neighborhood” program.

Three buildings in the Barbary Coast that together comprise Golden Gateway Commons are becoming guinea pigs. They’re learning how to set up a Building Watch Program under the auspices of San Francisco’s SAFE (Safety Awareness for Everyone)* program.
